In the 2018/2019 academic year, vocabulary teachers of general secondary education institutions with instruction (study) of indigenous languages or languages of national minorities will work according to the Standard educational programs approved by orders of the Ministry of Education and Science of Ukraine:
“On approval of the standard educational program of educational institutions of the second degree” (from 04.2018 No. 405) “On approval of the standard educational program of educational institutions of the third degree” (from 20.04.2018 No. 406, 408).
A typical educational program outlines approaches to planning and organizing the educational process in a general secondary education institution and determines the total amount of study load, approximate duration and possible relationships of individual subjects, electives, elective courses, etc.; directly expected learning outcomes of students in the curricula listed in the relevant lists; recommended forms of organization of the educational process and tools of the system of internal quality assurance of education, etc.
According to the Law of Ukraine “On Education” the rights of general secondary education institutions are expanded, which, developing their working educational programs on the basis of the above Standard educational programs, can independently build a specific ratio of study time and list of subjects in the state language and indigenous language. peoples or national minorities; distribution of the study load between the language of the respective indigenous people or national minority and the foreign language, etc.
In schools (classes) with in-depth study of certain subjects, the language of instruction may be the language of the indigenous people, a national minority, or such a language may be studied as a separate subject. In this case, two curriculum options should be used when developing working curricula. For example, for classes with in-depth study of certain subjects with the study of the Hungarian language – Tables 8 and 12 (in terms of learning the language of a national minority); for classes with in-depth study of mathematics and teaching in Polish – Tables 8 and 4 (in terms of learning the language of a national minority and “Literature”).
According to the decision of the pedagogical council, in particular, when the language of a national minority is the official language of the EU, this language can also be studied as a foreign language.
The variable component of the curriculum is determined by general secondary education institutions independently, taking into account the peculiarities of the educational process and individual educational needs of students, the region, the level of teaching and staffing and is reflected in the curricula of educational institutions.
Working educational programs of general secondary education institutions do not require coordination with the relevant education management body.
At the same time, in accordance with Article 33 of the Law of Ukraine “On Education”, educational institutions may use other educational programs developed by them or scientific institutions, other subjects of educational activity. Approval of such educational programs belongs to the competence of the State Service for Education Quality.
The new Law of Ukraine “On Education” is not aimed at restricting the language rights of national minorities, but expands the study of subjects in the state language in secondary education with instruction in minority languages, which will be carried out gradually starting in 2020.
Pursuant to Section XII “Final and Transitional Provisions” of the Law of Ukraine “On Education”, it is determined that persons belonging to indigenous peoples, national minorities of Ukraine and who have started general secondary education by September 1, 2018, continue to receive such education until September 1, 2020. education in accordance with the rules that existed before the entry into force of this Law, with a gradual increase in the number of subjects taught in the Ukrainian language.
In grades 5-9, general secondary education institutions work according to standard curricula approved by the order of the Ministry of Education and Science of Ukraine dated 07.06.2017 No. 804; in grades 10-11 – by order of the Ministry of Education and Science dated 23.10.2017 No. 1407.

These curricula and textbooks are developed on the basis of the State standard of basic and complete general secondary education, approved by the Cabinet of Ministers of Ukraine from 11/23/2011 No. 1392, taking into account the State standard of primary general education, approved by the Cabinet of Ministers of Ukraine from 20.04.2011 No. 462, and the provisions of the concept of “New Ukrainian School” (2016).
In 11 classes the educational process is carried out according to the previous standards, curricula and textbooks.
According to the concept of “New Ukrainian School” (2016), curricula in languages and literatures of indigenous peoples or national minorities are based on a competency-based approach, which assumes that students of general secondary education should not only master the content of a particular discipline, but above all acquire the necessary for life in society, skills and abilities that are important for the comprehensive development of the personality of a citizen of Ukraine, its further formation, moral and professional growth. Therefore, the main task should be to achieve results in the formation of key and subject, philological (in senior classes at the profile level) competencies, which will allow high school students in the future to effectively realize themselves in professional and other spheres of life …
The following key competencies should be formed by means of the subjects “Language and Literature of National Minorities” (in accordance with the Recommendations of the European Council):
1) communication in the state language;
2) communication in foreign languages;
3) mathematical competence;
4) competence in natural sciences and technologies;
5) information and digital competence;
6) the ability to learn;
7) initiative and entrepreneurship;
8) social and civic competence;
9) awareness and self-expression in the field of culture;
10) environmental literacy and healthy living.
According to the State Standard of Basic and Complete General Secondary Education, the purpose of teaching (learning) the languages of indigenous peoples or national minorities in the formation of a spiritually rich person who has the skills and abilities to freely, communicatively use the means of expression, its types, styles, genres, forms in all types of speech activity, is guided in the constantly growing information flow, is able to learn independently and self-improvement.
In the process of communicatively oriented learning, preparation for intercultural dialogue is carried out, the importance of tolerant communication is realized both in one’s close environment – in one’s class, school, region – and outside Ukraine.
In the course of literature by means of the artistic word the personality and the citizen of Ukraine should be formed, also his communicative abilities should be developed.

In the 10th grade, the subjects “Language of a National Minority” and the integrated course “Literature” (national minority and foreign) in general secondary education institutions with instruction in national minority languages according to the new standard curriculum at the standard level (see MES order of 20.04 2018 # 408) is transformed into an integrated course “Language and Literature of Indigenous Peoples or National Minorities”.
The subject “Foreign Literature” is divided into a separate course, which will be studied according to the standard curriculum and textbook for general secondary education institutions with instruction in the Ukrainian language. However, the subject “Foreign Literature” will be taught in the language of instruction of general secondary education (Hungarian, Polish, etc.) according to textbooks that will be translated into the relevant language of the national minority.
At the philological level in the 10th grade “Language of national minorities” and “Literature of national minorities” are studied as separate subjects (respectively 3 hours and 2 hours per week). A separate study of these subjects can be carried out at the standard level, but in the presence of an approved curriculum and textbooks to it.
